What origin means

Origin is the economic nationality of goods. It is not the same as the country of shipment. Goods can be made in one country, stored in a second and shipped from a third. Origin rules decide which country counts as the source, and they differ depending on the purpose: tariffs, quotas, sanctions, import controls or labelling.

Why importers ask for it

  • To apply the correct customs duty or a lower preferential duty under a trade agreement.
  • To meet import conditions such as quotas or country-specific controls.
  • To satisfy a letter of credit that lists it as a required document.
  • To comply with sanctions and screening policies of banks and companies.
  • To record the supply chain for quality or sustainability reasons.

Two kinds of certificate

Non-preferential certificate of origin

A plain statement of origin, often issued and stamped by a chamber of commerce or another authorised body in the exporting country, based on the exporter's declaration and supporting documents. It does not give a tariff reduction.

Preferential certificate or declaration

Issued under a specific free trade agreement or tariff preference scheme. It lets the importer claim a lower or zero duty if the goods meet the origin rules of that agreement, which are often based on how much of the value or which processing steps took place in the partner countries. Rules, forms and who may issue them differ by agreement.

How origin is decided

Common tests are goods wholly obtained in a country, such as minerals extracted or crops harvested there, and goods that underwent substantial transformation, often described as a change in tariff classification, a minimum share of local value, or a defined processing step. The specific rule depends on the product and the agreement. When origin matters for duty, ask a customs broker which rule applies before you ship.

What the certificate usually shows

  • Exporter and consignee names and addresses.
  • Description, quantity and weight of the goods, and an invoice reference.
  • Country of origin.
  • Means of transport and route, if requested.
  • Issuing body's stamp, signature, date and a reference number.

How to check one

  • Match names, description, quantity and invoice number with the commercial invoice.
  • Check that the issuing body is genuine and authorised in that country.
  • Look for signs of tampering, such as different fonts, misaligned stamps or altered figures.
  • For preferential origin, check that the form and the declaration wording fit the agreement.
  • If in doubt, ask the issuer, who can usually confirm a certificate by its reference number.

Origin in commodity trade

For bulk commodities, origin is often tied to the mine, plantation or plant, and buyers may ask for it to be named on the inspection and analysis documents too. Mixed or blended cargoes need care, because the origin statement must reflect what is truly in the cargo. Be exact, because a loose statement can cause problems with customs and with banks that screen for sanctioned origins.

Practical tips

  • Ask early which certificate the buyer or the credit requires, and whether it must be legalised or stamped by a specific body.
  • Allow time: some bodies need a few working days.
  • Keep supporting records, such as production records or supplier declarations, ready for the issuer.
  • Make sure the certificate date is not later than the bill of lading date unless the credit allows.

Sık sorulan sorular

Is a certificate of origin the same as a certificate of manufacture?
No. A certificate of origin states the country where goods come from. A certificate of manufacture is a producer's statement about who made the goods and when.
Who can issue a certificate of origin?
Usually a chamber of commerce or another body authorised by the government of the exporting country. Some trade agreements allow approved exporters to make a declaration themselves.
Does a certificate of origin reduce import duty?
Only a preferential certificate or declaration under a trade agreement can do that, and only if the goods meet the agreement's origin rules.
Does the country of shipment equal the country of origin?
Not necessarily. Goods may be made in one country and shipped from another. The certificate states the origin, not the loading port.
